HOT TOPIC: A Global HIV Stigma Reduction Framework Adapted and Implemented in Five Settings in India

This framework is adapted from: A. Stangl, V. Go, C. Zelaya, et al, poster presentation, IAS 2010, Vienna.

For India’s National AIDS Control Program (NACP), reducing HIV stigma and discrimination is a critical component of the national response to the epidemic. Stigma reduction is included as a key element in NACP IV (2012–2017).
 
To support the NACP, the International Center for Research on Women (ICRW) with the United Nations Development Program (UNDP), has:
• adapted an existing global HIV stigma reduction framework for the Indian context
• pilot tested the framework in five settings in India
• synthesized lessons learned about the feasibility and relevance of the framework for use by the NACP and other global stakeholders in informing stigma reduction interventions and measurement.
 
Overall, the global framework was found to be relevant to the Indian context and feasible for use by organizations and institutions in guiding stigma-reduction program development, implementation and measurement. Learning from the pilot interventions offers guidelines for broader implementation.

Impact of Targeted Interventions on Heterosexual Transmission of HIV in India

A 2011 World Bank impact evaluation in India found a significant decline in HIV prevalence among female sex workers in four high-prevalence southern states where the number of HIV interventions tailored to them had increased dramatically -- from 5 to 310 between 1995 and 2008. 

Measuring HIV Stigma and Discrimination 

This brief is designed to guide researchers in the study of HIV-related stigma and discrimination, either as the main focus of research or as a complement to related topics. It outlines the key domains of HIV-related stigma and discrimination that need to be measured if we are to understand how stigma operates and how it can be reduced in a particular setting. The brief proposes specific questions for measuring the key conceptual domains of stigma and discrimination across three populations: people living with HIV, the general population and healthcare providers. It lists areas requiring further question development, testing and validation.

Tackling HIV-Related Stigma and Discrimination in South Asia

In its 2008 round, Tackling HIV and AIDS Stigma and Discrimination, the South Asia Region Development Marketplace (SARDM) supported 26 implementers from six countries (Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka), to pilot innovative stigma reduction interventions over a 12- to 18-month period. The findings in this report are based on project monitoring and evaluation data collected by SARDM implementers and six case studies conducted by the International Center for Research on Women (ICRW).
